IT jobs question

If IT jobs are declining then how come the quota for H1 visas has tripled?
Why are we importing more and more IT professionals? Just wondering ...

|||IT Jobs are going NUTS.
Company I work for cannot find qualified people to save our selves.
EVERY person I know in Portland, Oregon says their employers are in same
boat.
I have friends in Orlando area who say the market is the same there.
I"ve actually been getting head hunted consistently now. Hasnt been like
that since 2000 or 2001.

Same here (Boston, MA).
We've had reqs open for months, and can't find quality people to fill
them.
